In 2003, Most Reverend Ramon C. Arguelles became the new Archbishop of Lipa. He too, like his two predecessors, received many requests to restudy the case of Lipa Apparition. A native of Batangas, the story of the apparition is not new to him, and the insisting demands of some devotees to do something prompted him to respond to the requests. Being a Marian bishop, the Marian devotions in Batangas flourished during his administration and especially the devotion to Mary, Mediatrix of All Grace.
Archbishop Arguelles then set up a committee that restudied this Marian Apparition in his native archdiocese. The results of the investigations, a deeper understanding of the events that took place, the flourishing devotions, and the many testimonies on the intercessions of Mary, Mediatrix of All Grace, strengthened the faith and belief of the prelate. On September 12, 2015, he issued a decree, stating that the Marian phenomenon in Lipa exhibits a supernatural character and is worthy of belief. He also encourages further the devotion to the Most Holy Mother under the title Mediatrix of All Grace.
