As an Archbishop of Lipa, many have been requesting him to open the case of Lipa Apparition. Due to these demands of the laity, Archbishop Ramon Arguelles then set up a committee to restudy and further investigate the Lipa phenomenon. The Commission on Research and Documentation (CORD), consisting of priests, nuns, and laypeople, gathered documents and more testimonies on issues surrounding Lipa Apparition and was able to compile books as a result of their research. With this, the then Archbishop of Lipa issued his decree that the Lipa Apparition is worthy of belief and encourages devotion to the revered title of Mary as the Mediatrix of All Grace.
